| ESSENTIAL FUNCTIONS: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Responds to major crime scenes, including but not limited to homicides, suicides, suspicious deaths, aggravated assaults/battery, arsons, armed robberies, auto thefts, burglaries, child abuse, elderly abuse, traffic fatalities, and rapes. Identifies latent prints, searches and processes crime scenes for latent fingerprints using powders or chemicals using powders and chemicals to obtain best results from various surfaces. Photographs overall crime scene including items of evidence, shoe and tire impressions, fingerprints, victim wounds, bruises, etc.; takes aerial photographs from helicopter as needed. Prepares written reports, reflecting evidence collected at crime scene. Testifies in court regarding findings at crime scenes and accuracy of crime scene sketches, photographs and methods. Collects, labels, and packages all physical evidence at crime scene, to include blood and bodily fluids, projectiles, hairs, fibers, clothing, bedding, weapons, casts of impressions, and any objects deemed to have evidentiary value. Maintains strict chain-of-custody evidence on a continual basis. Makes plaster casts of shoe and/or tire impressions; maintain chain of custody and transports evidence to evidence locker and/or state/town crime lab; uses blood detection, latent prints and enhancing chemicals to detect blood stains not seen by naked eye. Prepares crime scene sketches from measurements and rough drafts taken and prepared at the scene, sketches must be suitable for court presentation. Assists in the reconstruction of crimes to include determining the course of events from physical evidence obtained, bullet trajectory, analysis of blood patterns, positions of victims and/or weapons. Operates mobile crime lab and equipment, including power generator, camera, static print lifter, presumptive blood kit, gunshot residue test kit, evidence vacuum. Prepares and maintains records, logs, and files of work activities. Prepares or completes various forms, reports, correspondence, logs, incident reports, accident reports, narratives, miscellaneous reports, affidavits, charts, diagrams, or other documents. Receives various forms, reports, correspondence, incident reports, accident reports, witness statements, charts/diagrams, driver history reports, BOLO notices, training bulletins, general orders, statutes, laws, codes, ordinances, policies, procedures, maps, diagrams, bulletins, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Operates a computer to enter, retrieve, review or modify data; utilizes word processing or other computer programs. Maintains current manuals, policies/procedures, bulletins, map books, and other materials for reference and/or review. Delivers mail, messages, and documentation for various Town offices or officials. Communicates in person, via telephone, and/or via two-way radio; provides information and assistance; responds to requests for service or assistance; communicates effectively and coherently over law enforcement radio channels while initiating and responding to radio communications. Communicates with supervisors, officers, employees, students, dispatchers, other divisions/departments, law enforcement agencies, fire personnel, emergency/medical personnel, court officials, attorneys, victims, complainants, offenders, the public, the media, outside agencies, and other individuals as needed to obtain information, coordinate activities, review status of work, exchange information, or resolve problems. Creates/maintains positive public relations with the general public; provides education and information to the public on laws, law enforcement, crime prevention, safety, and related issues. Attends shift meetings, training sessions and seminars as required to remain knowledgeable of departmental operations/activities, to promote improved job performance, and to stay current with changing policies, procedures, codes, and criminal/civil case law; participates in continuing education activities; reads professional literature; maintains professional affiliations. May instruct/teach various training seminars and classes on crime scene work. Attends autopsies, assists with search warrants, and process evidence in lab. Informs the public, when requested of proper procedures when processing crime scenes. Responds to subpoenas for trials, hearings and depositions to give testimony. Attends meetings with prosecutors to prepare for trails. Attendance and performance, required to report to work at the appointed hour, as scheduled, and to work the entire assigned shift. Assists Evidence Technician with processing evidence, logging evidence, intake, and court/attorney requisitions. Assist Officers with traffic investigation and other major offenses by mapping and diagramming. Positively identifies and compares prints in AFIS system. Performs other related duties as required. |
