Brief Description of Duties: This position is located in the Department of Consumer and Regulatory (DCRA), Inspections and Compliance Administration is comprised of building, construction, safety and technical inspection specialties, such as general construction, fire protection, elevator, plumbing, electrical, boiler and heating, and mechanical inspections. The administration is responsible for conducting citywide surveys, special investigations and inspections to ensure compliance with all laws, codes and regulations administered by the department; to write and issue notices of infraction; and to motivate compliance. Also, the administration enforces the District's Housing and Building Codes and DCRA DCMR 14 and the ICC codes. This position functions as a supervisor for subordinate Commercial Building Inspector and Housing Inspector Specialists (Commercial and Residential) and is also responsible for compliance with appropriate codes; assist and advise general public of residential and commercial construction and code requirements; planning, conducting and analyzing complex investigation/compliance cases with respect to ensuring compliance with D.C. Housing and construction, major additions and extensive alterations of structures and buildings,and based on these analyses, make authoritative recommendations and/or prepares citations on their disposition. The work requires applying advanced analytical techniques to recommend solutions to problems; to prepare written reports of all inspections; and to conduct fact-finding evidence of administrative waste and abuse, or compliance with regulations. ICC combination inspector certifications or equivalent is preferred, but required with in one year of employment.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Substitution of Education: A substitution of education for required experience will be allowed as defined in OPM's Qualification Standards. However, in order to receive credit, applicants must submit official proof of educational attainment at the time of application. Ranking Factor #2: Expert knowledge of construction inspection techniques, policies and practices. Knowledge of industry standards pertaining to building construction and materials. Ability to interpret and apply building plans, blue prints, wiring diagrams, engineering drawing and mathematical formulas.
Ranking Factor #3: Ability to analyze and evalute factors, conduct research, apply rules and regulations,and make recommendations related to investigation, inspection, and enforcement methods.
Ranking Factor #4: Expert written and oral communication skills to produce investigative and inspection report findings and corrective recommendations in writing; to clearly express concepts and requirements; and to prepare concise memoranda and written correspondence. Ability to deal tactfully with customers, contractors, owners, and/or their agents.
Other Significant Factors: Incumbent must possess and maintain the International Council Code (ICC) Commercial Building Inspection Certification. Must possess a current motor vehicle operator's license. (Proof of a valid driver's license is required). Must be willing to work a flexible tour of duty, with a rotating schedule, depending on needs of office and seasonal considerations
Displaced Employee Priority Placement: Eligibles for the District of Columbia's Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position if found qualified.
